I SOUNDED the Minister for Foreign Affairs to-day with reference to Sir John

Tokyo, October 7, 1909. Jordan's telegram No. 163 on the subject of the Chinchow-Tsitsibar Railway.

I gathered that no information has so far reached the Japanese Government that the preliminary agreement referred to in the telegram from His Majesty's Minister at Peking had been signed.

Whilst maintaining that the Chinchow-Tsitsibar Railway will run parallel to the South Manchurian Line and compete with the latter, the Japanese Government are prepared to waive their objections on these grounds if they are granted a participation in the financing of the line, and are allowed to supply the engineer for its construction. When information reaches the Japanese Government of the signature of the agreement mentioned, which will be the case before long, they will address an appeal to His Majesty's Government and to that of the United States, and also without doubt lodge a protest with the Chinese Government.
